Kemenpora dalam laman resminya juga membagikan logo Hari Sumpah Pemuda 2023 yang bisa digunakan untuk desain spanduk, umbul-umbul, banner, dan atribut lainnya. Tokoh perumus Sumpah Pemuda adalah Mohammad Yamin dan beberapa peserta Kongres Pemuda II. Kongres Pemuda II diselenggarakan pada 27-28 Oktober 1928 di tiga lokasi, yakni di gedung Katholieke Jongenlingen Bond, Oost Java Bioscoop, dan Indonesische Clubgebouw (Rumah Indekos, Kramat No. 106). Sebelum kongres, telah dibentuk panitia dengan susunan Nilai-nilai Sumpah Pemuda.
